Just to repeat what I was told. The first whistle was the more muffled one used on Interurbans and streetcars within city limits like Vancouver to New Westminster. The louder one was used more on the Chilliwack line after departing New Westminster to sound more like a train in rural areas. The louder one was also a tri-tone and is much rarer to find.
